If you want to get into the world of blogging you need to just do it. You start a blog by using a free service or you can create your own blog with your own domain by using WordPress. If you are worried about the backend of WordPress and all of the features that you can use then you should join WordPress.com and go through the backend because it is going to be like your self hosted WordPress blog. Once you know everything about the backend then you can start your very own blog on your own domain.
