The most important think when creating a forum is to get people to promote it for you. If you have no blogging friends no one will promote it for free. So I recommend him to start talking more with bloggers within his niche and build a relationship while at the same time continue to drawing traffic to his site. When he has both traffic and relationship they will solve the problem for him.
